Highly unethical and a disgrace to his noble profession. When I saw Dr. Morguelan he made me take the tests on the lobb...y area. When I got his reports, I found he had totally manipulated my comments. The very unethical Dr. Morguelan billed the County for 2 hours of face-to-face interview when the interview only lasted less than ½ an hour. In addition, Dr. Morguelan inappropriately billed the County for 2 other psych tests which he never performed. The report was extremely prejudicial in favor of his patrons, the County of Santa Barbara. The motive? To discredit me for whistle-blowing on the County/PHD. The PHD, in a last ditch effort to protect itself, made me go see this clown --a total stranger-- under the threat of termination. This was done in violation of my Skelly Rights and at the time when I was preparing revealing documentation about deceptive practices at the PHD for a Mediation meeting that never took place. Appalled and deeply damaged by his unethical, unprofessional, and self-serving behavior, I filed a complaint with the California Board of Psychology for which he is currently undergoing investigation. more details
This doctor is highly dishonest , at least when he is paid by a Worker's Compensation company to disprove a legitimate c...laim, as with me. I have filed complaints with the APA and WC QME Enforcement Boards, not the first that have been filed against him. There are other reviews which show this is how he works. His response is that he did not "see them clinically" which means if you pay him directly or whatever and he does not consider a WC evaluation "seeing someone" where honesty, concern for the patient, and the rest we should expect from doctor is present. Obviously he is a competent psychologist that pleases some people, and he says the right things in print, but he is two-faced and sells his position and reputation for money to WC insurance companies.
