Comdr. Donal M. Billig, the former chief heart surgeon at the Bethesda Navy Hospital who was convicted two years ago of involuntary manslaughter and negligent homicide in the deaths of three patients, was freed from confinement today after a military appeals court said it was not convinced he was guilty. ...
In his summation, Col. Gerald L. Miller, the chief prosecutor, noted that before joining the Navy Dr. Billig had been dismissed from one surgical job and had been stripped of surgical privileges at another hospital. But, Colonel Miller said, he was able to get a new surgical post after each dismissal. The only way to protect the public from Dr. Billig, he argued, would be to jail him. …
